Laura Walker, President called the Monthly Meeting to order at 6:04PM.

 

Roll Call: 

 

All Board members present.

 

Reading of the November12, 2009 minutes was waived. M/S/C Hart Semrau/Jackie Chagala

 

President Laura Walker stated the Open Forum would be the first item.

 

HOA members wishing to speak at the Open Forum: George Silides and Albert Collingborne

 

Trees obstructing views was not on the Agenda.   The Board is not permitted to respond.

 

George Silides handed out his written presentation to all Board Members.  He stated he was representing himself, Dorothy Perry and Albert Collingborne, co-plaintiffs relative to the restoration of their views.

He wishes to forestall further court action. He delivered copies of photos showing the compliance line governing the Judgment against the Millsoms and Agreement with the HOA Board. The red compliance line on the photo was agreed to by all parties and the consensus reached by 3 arborists.

He requested formal assurance and completion of the Agreement by December 14, 2009.

President, Laura Walker and Bill Boersma, Vice President are diligently working to resolve the tree trimming Agreement.

DIRECTORS REPORTS

Bill Boersma stated a special meeting was held November 30th at 7PM in the Pavilion. The purpose of the meeting was to give the Hidden Meadows Community Foundation Board an opportunity to present their landscaping application for the proposed Wilderness Park Project on Lot 171 Tract 7653.  They will be clearing pathways and removing dead brush with a chipper.

The ARC Board will consider a conditional sign with Rules and Regulations to be posted for a period no longer than six months on the Esparza property on 28244 Stonington Way.  Currently access is at the end of this cul de sac.  Additional traffic could impede mail delivery, trash and emergency vehicles.

The ARC Board will look into a uniform “No Trespassing” sign and make them available for each homeowner to purchase for posting on their property line.

Eleanor Wechsler nothing to report.

Jackie Chagala stated she will send a letter to all master key holders reminding them to lock bathrooms, back gate, and barrier gate after each event when leaving the Community Center.  Scotch tape is not permitted on the walls or windows in the Pavilion.  Carpet cleaning was rescheduled for January.

Dale Grojean reported new pool pumps and filters have been installed. A leak under the skimmer was fixed and four feet of plumbing was replaced. The pool was built in the mid 60’s.  The plumbing is in bad shape and will need to be replaced when the pool is resurfaced within the next two years. Cost estimates for the work required will be obtained for the Jan.2010 Board Meeting.

Bob Chrisman stated he has sent five 30 day vehicle non-compliance notices and subsequently follow up with a 15 day notice.  Over all most homeowners are willing to cooperate.  Has ARC received a request for a parking pad approval at 10013 Sage Hill Way?

Tim Hoeffliger reported there are lots of leaves and tree branches that need to be removed due to the recent rain storm.

Carol Atchely has asked homeowners to keep a daily log on barking dogs and call the County with their complaints.

Hart Sumrau nothing to report.

 

OLD BUSINESS

 

The multi tenant problems at 28406 Wimbleton Lane has been referred to our legal staff. We have received correspondence from the attorney representing the Rental Agency.

Our attorney has sent  a letter to the homeowner of the property at 9705 Indian Creek Way.  This is another multi tenant occupancy problem. Weekly all night loud drinking parties with 15 to 20 cars parked in the street. The property owner is required to attend the January 14th  Board Meeting.

 

NEW BUSINESS

Laura Walker asked the Board to review the CC&R’s Section 6.24 Impairment of Views.  Should the definition be modified, retained or removed?  A committee of Laura Walker, Bill Boersma and Bob Chrisman with our Attorney will recommend language to define the HOA’s responsibilities.

Bob Chrisman was advised that our legal staff that we cannot tow vehicles parked on our County Roads.  Non-compliance vehicles on our 13 Private roads can be towed.

Should a vehicle permit be considered when circumstances dictate need for street parking? The HOA would need to approve each request on an individual basis.

Bi;ll Boersma stated the following motion. Each property owner who abuts Lot 171 Tract 7653 has a 100ft Fire Break Easement.  Each owner is responsible for keeping 70ft clear of brush, dead leaves, and branches.  The Foundation will maintain 30ft.
